Content and discussion sections headers should use black color

Content and discussion sections headers should use black color which is common for all Colladoc parts to be consistent with the rest of the system.

- Milestone order changed from “13” to “0”
To distinguish these section from constructors sections, you may use the gray color used for "system" headers instead (i.e. #E5E5E5).

- State changed from “new” to “resolved”
#E5E5E5 background and black color for text isn't the best solution, but we need to apply theme from 2.9 branch and after that we may to change color of those headers.
