Mark changes to class comments as owned by the class, not as a member of the package

Changes to a class/trait/object comment are listed as a change to a member of the package that owns the class. This isn't intuitive. They should be listed on their own, like if one of their member has changed.
A package should be listed in the changed members list only if non-class/trait/object members have changed (like package values of methods).
