The list should be somehow separated from the rest of page - try to use same style as in here, on select simply open the profile; for filter you could use autocomplete. There is no need to display scrollbars when there is only few users.

Remove Create new user button (we can add it later if needed). Display Gravatar next to user name (on the left). Display icon for superusers next to user name (on the right) - pick suitable one from jQuery UI icons.
